Facilities Expansion Program
The City of Phoenix—as the lead City of a six-city Sub-Regional Operating Group—retained Butier Engineering, Inc. on a three-year program as construction managers for the expansion of its existing 91st Avenue Wastewater Treatment Plant Facility. The project consisted of expanding the existing 30-MGD plant to meet NPDES discharge requirements working under a federal Cease and Desist Order.
Butier managed the $50 million construction program and coordinated approximately $13 million of additional concurrent contracts. The project was completed within the mandated Cease and Desist date, and an additional $3 million of added work was included to remedy the City's need for design capacity. The Corps of Engineers was responsible for final review of the program. The City of Phoenix adopted Butier's construction management system as a model plan for managing all of its major expansion programs.
