Phase III Expansion
Butier Engineering, Inc. provided construction management and inspection services to the Santa Margarita Water District for expansion of the Chiquita Water Reclamation Plant. The basic elements of construction include:
- Expansion and modification to the influent pump station
- New grit chamber, one new digester, and rehabilitation of existing digesters
- Circular primary and secondary clarifiers
- Aeration basin
- Blower/RAS/WAS building
- Equalization basin and flow diversion structures
- Tertiary filters: Aqua Aerobics Aqua Disk®
- Chlorine contact basin
- Recycled water pump station
- Yard piping, electrical, control system
- Paving, grading, and road infrastructure improvements
As construction manager, Butier's primary function was to ensure that the project was constructed in substantial conformance with plans and specifications, and within the specified timeframe and allocated budget. Primary duties of the team included detailed plan review services for constructability at the 90 percent submittal stage; quality control inspection of all civil, structural, mechanical, and electrical construction activities; coordination of special inspection services; coordination of all geotechnical consultant activities; preparation of daily inspection reports, logs, meeting agendas, meeting minutes, project reports, and other correspondence; coordination of submittal review and request for information processes; change order management; progress payment review; and O & M manual review.
