The Tetra Tech/Butier Engineering, Inc. team provided comprehensive construction management services to the City of Oceanside, encompassing full-time construction administration, resident engineering, and inspection for a new sewage lift station. With partial project funding by the U.S. Bureau of Reclamation, construction management and inspection services were provided in compliance with the regulations and construction standards of this federal agency.
The 8.4-million gallon lift station replaced an existing station that could not be expanded due to conflicts with the Caltrans Highway 76 Improvement Project. Construction activities included 50-foot deep excavation in high groundwater, requiring sheet piling and bracing, and construction of a large underground emergency storage reservoir and concrete structure to house instrumentation and control (electrical and telemetry) systems, odor control equipment, and an emergency generator.
Other project features included civil work, piping, paving, fencing, landscaping, and demolition of the existing station. The work also required close monitoring of groundwater discharge to comply with stringent standards set by the California Regional Water Quality Control Board. Located adjacent to State Route 76, close coordination with Caltrans was required to mitigate potential impacts on a nearby bridge structure. Caltrans participated in the cost of the lift station relocation.
