SC-04 South Connectors I and II Pipeline

Capistrano Valley Water District SC-04 South Connectors I and II Pipeline C.I.P. No. 794 generally involved the construction of 24,800 LF of 24-inch and 1,800 LF of 12-inch diameter mortar-lined and coated steel pipe constructed from the existing flow control facility at the intersection of Antonio Parkway and Ortega Highway to the future location of the SC-04 terminal reservoir in south San Juan Capistrano. This project, part of the City of San Juan Capistrano's Capital Improvement Program, was designed to increase the operational flexibility of transferring flows.

Key management issues and requirements during construction included:

  • Rigorous monitoring of site safety requirements during boring and jacking operations under Ortega Highway
  • Coordination of pipeline construction with adjacent landfill operations and peak trash hauling traffic
  • Coordination of extensive environmental, archaeological and paleontological requirements, including Mitigated Negative Declaration Compliance Monitoring
