Valley Center Pipeline

Butier Engineering, Inc. provided full construction management, contract administration, and inspection services for this $15 million project to construct approximately 21,000 LF of 66-inch cement mortar lined and coated (CML&C) water distribution pipeline in the Valley Center area (Escondido) of the San Diego County Water Authority's distribution system. This project was part of the Authority's Capital Improvement Program.

The project included the construction of 672 LF of a "drill and blast" tunnel under Interstate 15. Additionally, a significant part of the pipeline profile grades were constructed on hillside slopes ranging from 50% to a maximum of 60%, creating serious construction handicaps and safety issues for excavating and pipe laying equipment operations. Joint occupancy of construction equipment and residential and emergency vehicles in the right-of-way were a major safety issue.

Other project features included environmentally sensitive areas for vegetative and wildlife habitats, endangered species concerns, deep excavations requiring significant bracing and shoring, interfacing with adjacent property owners, and a tight project schedule.
